must have three times as much practical work. It would

be possible to get teaching in English, perhaps history,

elementary economics and Chinese, possibly French.

If the promises of the scientific instrument makers are

to be relied on, it might be possible, provided we can

get the staff, to begin. There are people in Hong Kong,

who, I am told, are doing some teaching of this kind,

Mr.sloss. If we do make any announcement, it would

have to be conditioned by people being told what the

difficulties are.

When would anyone expect to hear about

the official provision. If the University is not

embarked soon, it will take a very long time to

reconstitute it again.

Mr.Sloss. Have to say one way or another. You can't

admit students to a class without telling them that unde

present conditions there is a chance that they may t

only have a local qualification.

Supposing in the course of the next few

weeks we drew up a blue print, do youreally think that

a decision upon it will take longer than nexg October.

Because that would be in time for an announcement for

a preliminary opening in February. It is essential to

get a long term policy decided before an announcement is

made.

Mr.Cox. We can increase our pace, but I should not

think a draft would be through before a couple of

months. A good deal could be done by liacDougall, as a

matter of great urgency.

Perhaps the report could have some alternatives.

The real aim is political and not educational, to do with

this country. We should put this to the Foreign Office

and the Treasury. Somehow or other get on to a

different leval of priorities altogether.

I should think this committee might report in two

sections. If the first report is turned down, we are
